Red Dagger board ?

Came across this picture on Yachts and Yachting website, Do you think they are just painted red or can you buy them like this??

Don't know, but check the Rooster sailing store. Looks like their logo on the board and sail, which means they aren't legal for racing.
 
Given that it also has a Rooster Replica sail it is possible the board is also a 'replica'. Or, knowing Steve, they had one painted/vinyl wrapped for some publicity shots.
 
You are permitted to respray your boards (Rule 14.c) and that can be any colour you wish. If that is an authentic centreboard, where it runs foul of the rules is with the ISAF Advertising rules that do not permit advertising on the centreboard.
 
There was a dude with an M-20 in the early '80's that had "HELP!" painted on the bottom of his boat. It was funny!
 
Just remember, that the more you move away from stock standard, the more attention you'll draw from the measurers and not understand the rules.
