Small hole in front of cockpit

Well I broke down and bought myself a laser the other week. Everything has been going good with it except for my hiking strap broke. In the process of installing a new one I noticed there is a small (<3mm) hole on the wall in the front of the cockpit directly under the hiking strap. Is that hole supposed to be there? What's it for? Should I worry about water getting in there during a capsize? I tried searching for it but can't find it on any of the boat diagrams and didn't find it while searching the internet so it's a mystery for me.
 
Its the breather hole. DO NOT COVER THIS.

You won't get any water in through it but the hole is essential for your hull.
 
Sailorchick is dead on - just to expand (pun intended) on it's purpose, which is to allow air pressure to equalize inside and outside the hull during temperature changes (think cold night/hot day/cold water etc)
 
Well that can't be the only breathing place? Maybe on new boats but on older ones with inspection ports. Could the hull breath even without that little 3 mm diameter hole?
