Is this actually class legal

It says it comes from an OEM supplier. However, it is not being sold through an authorized builder's sales network. In the strictest sense, probably not class legal. Call it "grey market".
 
Highly likely these are not stamped with the Laser trademark and hence illegal. If they are stamped with the Laser Trademark, then Intensity is probably be buying them a Laser builder or they are coming from the Nautas factory through a side door.

Remember, you can purchase the identical vang from the Harken / Holt, but they won't be stamped with the Laser logo. The stamped versions are specially made for the Laser builders.
 
I believe you can use any set of cleats you want, but the base needs to come from an approved builder.

Almost every component on Lasers are "builder supplied" this include the hull, foils, sails, spars, vang fitting, fair leads, mainsheet / traveller pulleys, venturi deck plate for mounting optional blocks the optional deck cleats base. These items are usually marked with the Laser Logo (although not on older items before counterfeit parts became a big issue).

Other items including control lines, other control line pulleys tiller, hiking strap, compasses, wind indicators, mainsheet block & block deck cleats you are free to use what ever you want to use within certain restrictions (size, material, shape etc).

If you read through the rules, it becomes fairly obvious what parts you don't need to use "builder supplied" parts.
