You need to do this on a hard surface. You WILL have a mess if you try to do it on a lawn.
12 inch numbers are required. 35 must have been a number someone just picked. Unless you show up at the North Americans no one is going to bother you about them, and probably not there either - altho there they are strict about the placement being legal.The Rules should cover those numbers.
If it's a problem for a different reason, use different-sized numbers:
