Yes, back in the day I had a boat with that Harken base, and all four screws fit on the accessible part of the lip. We did not use fender washers, but something a bit smaller. You will probably have to fiddle some to get the eyestrap under there, but it will save putting in an inspection...
By the way, you do not need to install an inspection port to put the Harken on. All the screws should go thru the deck in the lip area of the cockpit that overhangs the cockpit. None should go into the hull.

My boat is set up so no port is needed. I have an eyestrap on top of my deck that my harken mounts to. Under the deck there is an upside down eyestrap on the same pair of screws. I tie the front of the strap to that. Works great and no port needed. Chris

The twin tube ones were super stiff but a bit heavy. But probably due to the stiffness worth getting. We better wait for reports from the Worlds on these new ones to be sure there are no issues. Chris
Hi Paul, assume you are talking about the twintuene aluminum tillers (there was no carbon in them.). I say was, as the manfacturer went belly up. The Worlds boats have a single tube alumnum tiller I believe. I think Harken may be the supplier. Chris
It's a multiclass regatta at the home of the 2008 Worlds. Sunfish are usually among the largest classes. Almost always a nice seabreeze, and it wraps up with a great BBQ on the deck. It's a good time to come to the shore before the traffic gets crazy in July.
