The standard for hull weight from the first fiberglass fish has been 130 pounds. Variations from that weight are due to manufacturing differences.
As for faster? no. More comfortable? yes. With the larger cockpit and rolled edge it makes sailing quite a bit more of a pleasurable experience.
That asumes both boats are equipped equally with the same sail and daggerboard.
The idea of the one design classes is so that all the boats go the same speed and sail the same. So in theory, no, they shouldn't be any faster. However, my old hull weighed a lot more, and leaked, also didn't have as smooth of a bottom, and I can feel a small difference in speed with my new one.
