Sail Numbers?

Recently I purchased a 74 laser but it has no numbers on the sail. My hull number is 13716. I understand by the rules that the 1st and 2nd digits on a 6 digit sail number should be red but does that apply to the "1" in my 5 digit number too?

The idea is for the race committee to use only the last four digits for tracking finishes, over early etc. Depending on the size of the fleet, there is a small chance two boats will have the same last four digits. This is easily to track once you are aware of it.

However this general concept seems to be lost on most race committees, who want to use all six digits.
