Rudder attachment problem

I have a 1987 fish. Over the weekend the metal plate which the rudder attaches to pulled out of my stern! The plate has four bolts but no nuts or washers, although I cannot see into the hull to determine if anything came loose. What is the best way to attach the plate back to the boat? It seems kind of strange that it is only attached with four bolts and no nuts.
 
There is a wood block bonded to the inside of the hull that they use to screw into. JMHO, but if any of my boats have a problem in the rudder area I install a 6 inch port right about under the bridle and that gives me access to through bolt the rudder atachment back on. The same thing they do to convert old style rudder attachments to the "new" style.
