Ridges running on either side of centerboard

I just bought a older Capri 14.2. After our first outing, I realized that we were taking on water. The culprit seems to be along two vertical indentations parallel to the centerboard well. These have a rubber mat material with stiff plastic tape held on by screws.

1) I'm not foreign to sailboats, but what is this? Is it to hold the centerboard well in place?

2) It looked like the job previously was makeshift at best. What do I need to do the job right?

Any ideas anyone?

Thanks for the help. That is it! I have had a difficult time communicating this issue. One of the reasons may be that my boat didn't have any gasket there, just two plastic tapes with rubber mat material under it. Thanks again. :)
