Restoring a hull?

I was donated a 1970's Laser. The hull is faded and slow. How can I restore it? Is it possible to get it smooth and fast again? If so, how and what do I use to restore it?

ALSO, the deck, being stored outside without a cover is quite dirty and in the deck groves. Is the deck able to be restored too? What to use for that too? Any ideas? Thanks
