Plugging My Bailer

I know there's lots of discussion on the bailer- I've been reading. I want to completely plug my bailer- top and bottom. Top is no problem- cork, rubber stopper, seal up and possible crack/leakage areas, etc.
For the BOTTOM, however, seems that duct tape does the trick (check & replace as need). Can't I put
some thickened epoxy in the bottom hole, let it dry, then not have to worry about checking the tape?
I can also drill it out later if want to put in a new bailer- but I just don't need a bailer. I'm a bay sailer
and don't race.

If you don't race, do you need a smooth bottom? I would be inclined to just leave the bailer shute as it is under the hull and just plug the top. This means that it is easy to re-install a bailer at a later date if you or anyone else wishes. Putting epoxy into the bailer hole might make it difficult for re-installing a bailer and you may find it hard to 'stick' to the smooth gelcoat on the hull.
