Outhaul down wind setting

What distance off of the boom end to the clew do you use when going downwind? I currently max out at about 13".

13" is too much. You should be at a max 10". Because you are sailing primarily by-the-lee there is flow created across the sail. Your current setting creates too much drag. In higher winds you can even go tighter. Higher wind - flatter sail.
