Old Style Rudder Assembly

I bought an older Sunfish a couple of weeks ago which I'm fixing up. It has the old style rudder assembly like the attached. Do these pop up for use in shallow water like the new ones or are fixed in place?

They're designed to pop out but are finicky and can pop out when you don't want it to. The tension is controlled by the wingnut and it's very important that you have the carriage bolt tube. There are a number of posts on this site that describe how to make sure everything is working correctly.

I'm not having a problem with it popping out of place yet but I'm going to get the bolt tube to try and avoid it. Thanks

They are designed to release with medium tension set by the wingnut. If you don't want them to release tighten the wingnut down a few turns.
