Non Laser spars, when were they 1st available?

I sold some spars this weekend that came with a boat that was bought in a package from a sailing club. Some of the spars were pretty old, and did not have any stickers on them. The question is...when were non laser spars available, and how can one know if they are legal if no stickers are visible?

It seems like it was the mid 90s when they started putting Laser stickers on EVERYTHING. However, I doubt knock-off spars existed then. Outsourcing to China was in its infancy.

not sure when they started, there might be an id stamped on the hardware that might help narrow your search
