More questions, bailer this time

I installed a new bailer, but the rubber cork doesnt fit properly, it is too small(yea, always been my problem) Am I missing a piece, or is the hole worn out( go ahead, laugh at that one too)
Also, do I really need to silicone the bailer to the boat? and if so, why?

What year is the boat? And does the boat have a Brass Thru hull fitting? Or plastic? or none?

The stopper does have to slide about 1/4" past the knob on the end of the brass rod.

You don't need to silicone around the entire bailer. That's done to help fair in the edges, and to help create more suction, both of which are nice, but not necessary. It makes putting new o rings on harder.

If you're always going forwards at a laser-man-like speed, you don't need the bung.

No idea why yours is so small.

Anyone you can compare with?
