Say i had an old wetsuit, and cut it at the waist, to wear on hot days, how could i seal the cut (seal as in you would burn the tip of a cut rope to keep it form fraying). or would just cutting it be fine.
 
Reinforce the edge to prevent splts/tears. You can fold over the edge and simply glue it down with a good wetsuit glue that stays flexible, like this stuff : http://www.miracleglue.com/neoprene.htm or a neoprene glue. You probably should go one step further and stitch the fold secure, like a hem on pants and shirt bottoms. For the stitching, check out a dive shop for professional stitching, as it will be done probably better than you can yourself. You don't want stitching that is raised since it will irritate your skin after a few hours of rubbing You'll get longer use out of the cut suit if you do something to keep the cut edge from splitting. Just be sure to keep the edge flexible, so avoid glues that dry hard and inflexible.
