Cockpit drain(old,old, style)petrified

Ive tried penetrating oil and big tools, still nothing will move the cap. Doe the cap have to come off to replace the whole thing? And any ideas on how to remove it?

Here's another recent post, along with pictures. You actually could probably just take a bare hacksaw blade, and while wearing gloves, saw that frozen bailer top off. It may take 5-10 minutes, but it's just brass, a soft metal....
