Definitely silicone sealer, and not much adheres to silicone sealer.
Those seams are going to need a complete physical and chemical cleaning!
Among my collection of five Sunfish from the 1970s, I keep finding Phantom repairs.

I was interested because I have the 2006 with the J seam. I found a little heat and that epoxy is much easier to remove. I use some 80 grit to smooth it. I fold it over and press some on the joint.
This guy just glassed the joint where he had to repair the deck. I think I am going to put a spacer in and build the missing deck up. Then epoxy the seam like the rest of the hull. Waiting for warm weather to start work on it. Learning as I go.
