Vent hole

I,m the second owner of an '02 Sunfish. On the foward wall of the cockpit just under the deck there is a 1/8" hole. Is this a vent hole or should it be sealed? Also the previous owner installed a bullseye with swivel base and cam for the mainsheet. I would like to replace this with a #019 Hexaratchet. Do I need the stand up base for this or will an eyestrap work just fine?

Keep the hole open, yes it's a vent hole.

You can put the block on with just the eye strap but it will flop around and scratch the deck. Spend the $2 for a spring or boot, it's well worth it.
