I know the rules were updated for 2006 to allow a splice at a load bearing attachment point, and the rules also say you are allowed to create a rope handle.

The question is, can you create a rope handle using a luggage tag type splice where you simply bury the tail back into the rope.

Where this would be useful is on the traveller control line. For those using 12 strand single braid line, people run into issues with the line slipping in the cleat. If we can create our rope handle with the tail buried so we have the thicker section of the splice in the cleat area, the line will not slip as easily (or at all)
 
In effect you are asking if there is a hole in the rule which says, "A Control Line shall be a single piece of uniform thickness and material."
You are asking if the hole in the rule is caused by the verbiage "shall not be tapered except for the purpose of a splice at the load bearing attachment point."

You additionally stated the purpose of your tapered line was not limited to a simple splice but also included placing the splice "so we have the thicker section of the splice in the cleat area."

I believe you answered your own question.

You have more purposes than the described exception permits.

A guy who likes the concept, cannot justify its legality, knows weverybody could do it, knows it wouldn't cost anybody a bit of money, and hopes the rule changes someday.
