Removing tree sap

I bought a used boat that had a bunch of hardened tree sap on the deck. I have tried to remove it with deck wash and Simple Green. Neither really did the trick. Any suggestions of products that will take this stuff off without harming the gel coat?
 
are you sure it's tree sap and not epoxy resin? tree sap should be able to be sofftened with Goo-Gone or even some acetone. if its epoxy it may have been used to fill some hardware holes and may just need to sanded down flat.
