minifish bailer troubles

I have a 1980 amf minifish with a brand new sunfish bailer. I installed it correctly, checked all the seals, and have kept it free from debris. It still does not work very well. My theory is that the placement behind the center board prevents an adequate ammount of flow to start the syphoning. I know the sunfish boats have the bailer located toward the back of the cockpit where this wouldn't be a problem. Does anyone have a similar problem with their minifish bailer?
 
Remember bailers only work on fairly broad reaches and down wind. Beating with the bailer open jsut means more water in the cockpit.
 
I have pretty much the same set up. (A Minifish with a Sunfish Bailer) It seems to work great. On the other hand, maybe more water should be getting pulled out. I have always had a few inches of water in there with me and it is something I have gotten used to. It seems the more wind, the more water in there with me.

If you find out anything interesting it would be good to know.
