Laser I/II Deck Repair Question

I've just recently bought a 1982 laser 2 (I'm loving it btw). I've noticed that the deck is a little softer than I thought it was when I bought it.

I would like to make it harder if possible, does anyone know if there is a way to do it?
If so, how? What products would I need to buy?
 
where in the hell is my boat leaking from? I have replaced every fitting and siliconed them, the deck lip looks intact, I filled the drain hole in the cockpit, the dagger well "looks" ok, but it still leaks. And how do you stiffen these things up?

Is the new vang block system the only one that is legal for an upgrade. I have a standard pivoting exit block with a couple of double blocks, is this legal, or do I have to purchase the expensive Laser specific one? Both are harkens, not going beyond the turning point limits.
