hole in transom?

I'm refurbishing an old 72 sunfish. I just noticed there's a 1/4" hole (clean edges, like it's been drilled out) located near the top port side of the transom. What's it for? There's also a drain plug, but this is located on the bottom starboard side.

I'm thinking I should probably fill it, huh? Unless it serves some purpose . . .
 
Just a stab in the dark, mind you -

Could it be the former owner was clueless there's already a drain plug? It's that metal slotted screw mounted in the deck just off the starboard tip of the splash guard. I wonder if the extra hole and transom drain are because this boat has a leak problem. Sort of the, Larry, Moe, & Curly school of drill more holes to let the water out faster than it's leaking in.

I'd fill the hole then check for leaks.
