fixing boom

I have to bolt-on or re-rivet the bail that holds on my mainsheet blocks at the end of the boom. (The bail is wobbling).

Do I have to drill out the rivets before the end-cap comes off?

Any tips?

Drill out the front rivet on the clew fairlead on the top of the boom, drill out the aft rivet on the boom bail and get a 3" #10 machine screw and thru bolt both the fairlead and bail with the bolt - then drill out and re-rivet the front rivet in the boom bail. No need to remove the end cap
 
It is possible to replace everything with bolts at the boom end by removing the end cap. Just drill out the back outhaul fairlead rivet.
