daggerboard dilema (creative title huh!?)

When I tack my dagger board comes up about five inches and when I go downwind my daggerboard won't stay up. I have the standard bungee system that runs through the bow fitting. Is this normal for a laser or am I doing something terribly wrong?:confused:
 
This will help with the board popping up while sailing upwind, and will help a little with holding the board up http://laserforum.org/showthread.php?t=2279

Downwind, it sounds like you need to adjust are the amount of tension in the shockcord while sailing downwind. I would try adding a little more tension.

You might also consider a piece of tape at the forward top edge of the trunk (see class rules for max size/thickness), this will add a little friction as well
 
they usually do come up after tacking, as for DW, maybe your bungee needs to be tighter

and check your centerboard brake, it could be worn our, or just needs to be moved up
