rebuilt mast step after failure now mast does not rotate as smoothly as before rebuild. Any thoughts on how that will play out with malfunction?

I need to replace the laser mast step receptacle at the bottom of the hull. I am not sure what it is called. Are they available pre made or do I need to make one? Anyone have any plans or knowledge where to purchase one? thanks

I have a crack at area of transom and hull. Separating, starts at drain plug and extends to other side any advice on repair is appreciated.
