    gelcoat over epoxy

    yes, polyester based gelcoat will work over epoxy, but only - as stated - when you have removed the amine blush... the acetone is key, otherwise the gelcoat just flakes off, or never dries, or beads up, or, or, or... in the future, you might use polyester resin for your repairs... cheaper, sets...

    Mooring a Laser

    don't put a laser on a mooring! you are just asking to come and right it in the morning! the camp i work at has 4 lasers, and the last time we had them on the moorings, well... we don't talk about that...

    minor damage, scratches

    any two part marine polyester marine filler should do the trick... i use bondo, but that has kinda become a generic name... just mix a hotter batch if you want it to go faster... but those look like little scratches, you'll have them fixed in no time! what did you hit?
