Looks to me like it is there to run your Mainsheet through to keep it up out of the way. I have a couple of velcro tie straps to hold mine up so I don't catch it on my neck when the boom is coming around. I havent ever seen one like that, usually just see some sort of strap.

Could also be to run the outhaul (and another control line?) along the lower spar. Probably illegal if you are a racer.
Anyway, you don't need it.

That's an interesting hunk of plastic, but I'm with Wavedancer on this one.

If it is for mainsheet and/or outhaul line support, there are better, lighter, easier ways to get the job done.

Man, I can just see that thing knocking me for a loop on a jybe.

Exactly where along the boom is this thing located?

30" back from the gooseneck, still the main sheet line pulley is well behind it though, so I dont see that line coming through it.

Seems like that's a custom made fitting. Knowing now the location on the boom I was trying to visualize a purpose. Here's my 2 cents worth of guesses . . .
  • Boom Vang (traditional)
  • Telltale
  • Cunningham guide
  • Part of a paddle holder (a bit of a stretch)

Wayne's got some good guesses, vang/cunningham being the better.
My advice: get rid of it.
