To gap fill in the step hole? That would mean the step needs repair. It should be pretty snug. 1 layer wrap of duct tape on the mast should make it hard to push in (or get back out... don't push it in far with that test)

So the point of one rap of Duct Tape is to do what exactly? How tight is the mast suppose to be? Like hard to get out, or unable to turn in the step?

So if I understand your meaning, I should have to have Vaseline to get the mast in the step? Once in if there is a little grit I will not be able to get it out? Is this the snug we are talking about?

The mast not be that tight at all. It should fit in with play. If there is too much play. Mast Wear Strips

What would you need a bushing? Put the mast in, hoist the sail and go!

Getting it snug is for racers. For recreational sailing it serves no purpose.
