sail repair tape

This is a newbie question, I think I know the answer.

I recently bought my first sailboat. The guy gave me a roll of repair tape for the sail. It looks like a wide roll of double back tape. But the backing paper is falling off the sail material. Is this stuff worthless? There is no sticky to it at all. Is this stuff supposed to stick like tape or do you sew it on, or what? If this stuff is supposed to stick like tape it needs to go in the trash. Please let me know if it is used some other way.

It's supposed to stick on like tape, but can be reinforced with stitching. I would definitely recommend stitching it if the glue is in as bad a shape as you said.
 
Yeah there is no stick to it at all. It could only be sewn on.

I almost feel like throwing it out. Maybe I'll find a place to keep it. Probably if I ever need it I won't be able to find it...
