Rudder problems

Just bought older sunfish. Attached rudder using pins but cannot get rudder to come all the way down to a vertical position. It goes 3/4 of way down and stops. Something is blocking ot from going completely down. Thanks for any help.

Pretty sure that's how the rudder on mine sits, although I store it in another state so I haven't seen it in a year.
