Neoprene skull cap?

Hey guys! Just looking at sailing gear for the frostbites, would it be better to wear a fleeced hat or a neoprene skull cap? Has anyone ever used a neoprene cap before and what did they think of it? All help much appreciated!:)
 
The neoprene skull cap is all I have used I had it left over from my surfing days and
it works just fine.
