Small to medium holes in the hull are not too hard to fix, I am pretty sure that there is a description of how to do it in the archives somewhere, or most of the laser books have info about it.
Basically, get some epoxy, cut the damaged areas back to good fiberglass, and feather the edges, to allow more area for bonding, then find some way to back up the repair, cut pieces of fiberglass to fit in the repair area, not more than a few layers, then do the painting or gel coat work.
Paying to do this work will likely cost more than the boat is worth, so I recommend doing it yourself.

I'm not sure about any of the above shops. I lived in philly area my whole life and the only place i recognize is the West Marine. if you want someone to work on your Laser, call Skip Morehouse at Morehouse Sails. he's a Laser dealer and sailshop, he will fix you up.
