Main sheet cleat

Is a main sheet block cleat, located at the block, class legal? I'm thinking of the types of cleats that are on a swivel base, similar to those on a 470, that swivels around the center line of the main sheet block. The rule book is unclear as it states a "jamming device" is allowable, but I'm not sure if this devise is a cleat or something else.
