I think that shockcord springiness varies with diameter and brand, so you're gonna' have to experiment with that. Maybe somebody has specks on brands and can tell you that?

3 1/2 feet of 3mm shock cord gives you enough to tie it however you want, and then tension it from there, you will probably end up with a distance of a bit less than 3', but get the extra length so you can customize as you wish.

centreboard:

I dont do the 'wrap around the bow' bs. i find it a pain in the ass. instead, i use one piece with a shackle to the bow eye and a hook to a loop in the cb hole. i'll give you the dimensions tomro after i sail.

As for the outhaul:

I tryed it, and it has to be tight enough to pull the clue back, but at that tension its stupid because its much harder to pull in. go by the wind with a little mcLube on the boom.
