How tight should the traveller be.....

What s the adjustment for the traveller in different weather conditions and does it change for the different maneavours?

In my opinion: Only in low winds you loosen the traveller line a bit, to allow the small traveler block to move easyer above the tiller. In all other winds yo have the traveller as tight as possible.
Dick Tillman advises in his book, to set the traveller line "medium"* (*: what ever he means by that word) in winds of 0-12 knots, "tight"* in winds of 12-16 knots, "very tight"* in winds of >16 knots.

i've got a flat profile carbon tiller so my traveller's at maximum tightness practically all the time except when i've just tied it on because theres a touch of stretch in the line and i take all my lines off the boat during storage. only in drifting conditions is my traveller a little loose to allow the blocks to slide over the tiller more easily.
