Gel cote or krylon fusion wit marine selant and surfacing wax

A couple dasy ago i was talking to a hull tech who repairs hulls the the canadian navy. He was talking about a new method to finish a hull instead of using gel cote. krylon had put out a new spray paint "fusion", sticks to anything with out primer he said he applys a marine selant to it once cured and finishes it off with some surfacing wax. i saw the finish product and it looks like gel cote. its alot cheaper faster to apply looks good to. but is it calss legal.
