That's a great question. I delved a little into their website, and what I called French Olympic trials are part of the International circuit, and traditionally has drawn the best European sailors. It also says that, "This event is the opportunity for the national teams to compete with the same regatta format as the Olympic Games."

So why was there no Star Class? Anybody?

Only two Stars were register by the beginning of April. Possible reasons for only two stars being registered by that date would be that it is an Olympic off year and the Western Hemisphere champs were less than two weeks before the start of the event. Thats lots of shipping for the stars - Miami, Argentina, Florida, Bahamas, and then France - a lot of work.
 
Oh yeah, The Eurolymp regattas in Europe make up much of the laser spring and summer circuit. Regattas like SOF, SPA, Kiel, and the laser European champs turn out the best competition in the world.
 
Why no US Lasers? As Matt pointed out, many of the World's best congregated in Hyeres for a (really) windy time.
