floating bocks outhhaul

A couple weeks ago my coach was out of town so i had a subsitute coach. this coach told me that i need to instal a "floating blocks outhaul" on my boat. When my coach came back he had no idea what it was. I am just wondering how it works cause my outhaul configuration suck right now. Anyone know what it is?

There are plenty of other ways to set it up, but this way works for me

he probably wants you to use 2 control lines and cascade 1 system inside the other. when you do that, the block that connects the lines will be "floating"
