Does anyone know what this is?

I got this "thing" with my boat, but I can't figure out what it's for. It's made out of sail cover material, is about 12 inches long and has velcro on one side for wrapping it around something (the forestay, maybe). One end has an elastic band sewn in while the opposite end is plain. Anybody have a clue?

I uploaded a picture of it. That's a 12 inch ruler on the side.

Its a cover for the base of your mast where the cleats are located. It covers the cleats so that your Jib sheets don't caught on the cleats in a tack.

Hmm, didn't really think the cleats on the mast were a problem. Oh well, now I have a place for my "thing" :)
