cam cleat base question

after I installed the base plate with some sealant/adhesive and 2 screws, I discovered The harken cleats accept a #8 bolt, but I didnt have anything long enough to attach it all to the base. Is there a a recessed area on the bottom of the base plate that allows you to put a nut on the bolt?
I should have looked befoore the install...
 
The correct way or indeed the only way of fitting the outhaul and cunningham cleats and deck plate is to fit the cleats and fairleads to the deck plate with nuts and bolts and then fix the whole unit to the deck with 2 screws.

Yes, there is a recessed area underneath that accommodates the nuts and projecting bolt.

No big deal, just remove it and start over.

I have similar or the same issue with the Harken >Fairlead Block Plate< first the rings caved inwards and I was able straiten them out but now the plate is loose on one side and the screw that holds it to the deck spins without biting to anything...any advise here?
