Yes, it's an old multi-purchase system - wasn't from a Laser, but someone might have stuck it on after getting tired of the old 3-1 vang..
If memory serves the blocks were made by Seaboard. The cleating part worked pretty well (long before the Harken cam-matic was designed) until you got sand in it.. The cleat with just a fairlead was popular on the Sunfish prior to the ratchet
