Bullet Block Install

I'm new to sailing and have really enjoyed my time out on the sunfish! I got a little wild and went out in some decent wind and lost the forward most block on my lower boom. I found a replacement (image attached). This is what the rear block looks like as well (image attached). Now I'm just trying to figure out how to do the install. Can anyone point me in the right direction?

Two ways. 1) fill the old holes, which have gotten enlarged over the years leading to this problem. Silicone will do the job. Then drill new holes nearby about the same diameter as the pop rivets and use a pop rivet gun to install. 2) gets skinny stainless nuts, bolts and washers. Drill holes on the top of the boom in the same spot as the holes on the bottom. Use the nuts and bolts to fasten the strap and block to the boom. Hacksaw orDremel off the extra length and use electrical tape to cover any sharp edges.
