It's been a couple years since I replaced the deckplates so my memory is a bit fuzzy, but I had the same concern about size. I had the impression that the size listed was the finished opening size. What I did was replace with the same manufacturer -- I just went down and checked, it's RWO --...

If your hull has deck plates (those round things about 5" in diameter) they may be the source of your water. They have O-rings that if missing can let a lot of rain water in the hull over the winter. On my laser II, I had to replace the entire deckplate because of sun damage over the years...

If I bought a dinghy without an inspection port, I'd add one. Just check to make sure the deck plate is not cracked and the O-ring or other type of gasket is there. Dry under the inspection port inside the hull and then dump water onto it closed. Open it back up to see if it leaked. If it leaks...

Here's a snap of the original vang that came with our Laser2. It was made by RWO with 4:1 purchase. The vang key and jam cleat are stamped as part of the steel. It works just fine for learning.
