I think (?) this is an old Alcort builder's plate that mounted on the forward wall of a Sunfish cockpit, and I think (?) the middle hole is the vent hole to help equalize the hull interior/exterior air pressure. Signal Charlie will probably know for sure. Chime in SC.

What Alan said. Some Sailfish had them up by the bow handle. 1950s into the early 60s.
