What is the purpose of this plastic mast hardware?

Sorry if it's been discussed already, not sure how to search for something I don't know how to describe...

Can someone tell me what the purpose of these two plastic parts on the mast are for? My Gen 1 Capri came with the original handbook and owners manual, but neither seems to describe the purpose of these.

And if anyone's wondering about the little Velcro square... I attach a battery powered LED steaming light there when I'm motoring around the lake at night :).

The ring looks very much like a whisker pole attachment, and the clip is most likely intended for storing that pole on the mast.
