Repair near the bottom of the mast tube

I searched this forum back and forth, but couldn't come up with an answer to the following problem. Still, my dilemma must be relatively common.

Some of the gelcoat near the bottom of the mast tube of my 2002 Laser chipped away, even though I have been careful stepping the mast. The tube is not leaking right now, but I believe it should be repaired anyway.
The main problem is that I can't reach that area with the tools I have to cover up the damaged areas (less than 1" in diameter). Unfortunately, there is nobody near with very long and slender arms.
The main question is what 'trick' do laserites use to repair something close to the bottom of the mast tube. And the other part of the question is whether I should use gelcoat, polyester filler (Formula 27) or epoxy (West Systems or MarineTex)? Since there is no leak, I don't want to cut a hole for an inspection port etc.
