Pico jib rigging

The line connecting to the top of the jib keeps getting twisted somehow inside the sail sleeve. Maybe I’m rigging it wrong? Any ideas on how to prevent the problem?

On our Picos the jib is an option and stored away from the boat. The user hanks the tack onto the boat with a snap hook, the puts the halyard through the eye on the mast and takes the halyard tail down the mast to the cleat. The halyard is quite long and allows the user to put the mast up. The halyard is then pulled on so the mast goes forward about 2-3" at the halyard loop on the mast. We used to lead the halyard down the mast sleeve but it never worked well.
