Can anyone advise on how best to approach the reconstruction of the bow area in order to reattach the metal loop with reliable strength to hold the jib and forestay. What are the substances which should be used to restore the fibreglass?

Yes: for now I have used an angle-grinder to U-shape a piece of metal which sits under the perished area extending 2" in the direction of the stern and put 2 holes through it to allow the metal loop to be fixed through it...crude but works well and I got a lot of sailing in. I will build up the perished part with fibre glass resin to protect the ply, when next in Spain. Next Job is a leak in the centreboard trunk, which is taking on 30 Ltr an hour.
